Amends House Bill 200, H.D. 1, S.D. 1, C.D. 1 by adding a new section 4.3 to appropriate funds for statewide collective bargaining costs.

Appropriates $10,000,000 in general funds for fiscal year 2021-2022 and $40,600,000 in general funds for fiscal year 2022-2023 to collective bargaining statewide (BUF 102).

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments for officers or employees paid from federal, special, or other funds to be paid wholly or proportionately from respective funding sources.

Funds not expended or encumbered by June 30, 2022 and June 30, 2023 shall lapse as of those dates.
