• Establishes a state prescription drug purchasing pool administered by the Department of Health to allow county public employers, self-insured private employers, and health insurance carriers to purchase prescription drugs under state purchasing authority.

• Requires the Department of Health to develop procedures governing eligibility requirements, enrollment, duration, payment requirements, and withdrawal/termination for pool participation.

• Authorizes the Department of Health to offer optional stop loss coverage to participating employers and carriers at rates negotiated by the department.

• Permits two or more employers or carriers to jointly purchase prescription drugs through the pool without constituting a multiple employer welfare arrangement under federal law.

• Allows participating entities to pay only for their own claims and prescription drugs, and enables the department to coordinate the pool with other state prescription drug programs.
