Removes the 2022 construction completion deadline for the Leialii affordable housing project in Lahaina, Maui that was established by Act 98, Session Laws of Hawaii 2019.

Eliminates the requirement that funds be returned to the rental housing revolving fund if land use entitlements were not obtained by April 30, 2020 (entitlements were granted in February and April 2020).

Limits the developer's responsibility for archaeological inventory survey (AIS) costs to only the footprint of the Keawe street apartments affordable housing project, not the entire Villages of Leialii master planned community.

Requires the Villages of Leialii affordable housing project to comply with chapter 6E, Hawaii Revised Statutes (historic preservation requirements) as funding is appropriated for each portion of the project.

Takes effect July 1, 2021.
