Establishes that University of Hawaii agricultural research producing commercializable intellectual property is a matter of statewide concern.

Requires faculty employment contracts at the College of Tropical Agriculture and Human Resources that permit faculty to retain intellectual property ownership include a condition requiring good faith efforts to license or sell the intellectual property to in-state farmers or agricultural producers before licensing or selling to out-of-state entities.

Defines "intellectual property" as production or discovery of new agricultural crop species, uses for crops, flowers, or other plant types, excluding ordinary classroom teaching materials.

Amends § 304A-103 to make the requirement in § 304A-B an exception to the University of Hawaii's general contracting powers.

Effective July 1, 2060.
