Requires the harbors division of the department of transportation to inspect any shipment of fireworks landing at commercial harbors within its jurisdiction if the shipment originated from a location known to manufacture, use, or export aerial fireworks.

Mandates that harbors division inspections use specialized canine units trained to identify explosives, gunpowder, and other explosive agents commonly found in fireworks.

Allows county fire departments to optionally inspect shipments declared as fireworks or pyrotechnic articles on shipping manifests.

Appropriates an unspecified amount from general revenues for fiscal years 2021-2022 and 2022-2023 to establish specialized canine units on each island with a commercial harbor.

Effective date is July 1, 2021.
