Requires the Department of Land and Natural Resources to maintain all streams under its jurisdiction on a regular or scheduled basis for debris removal and safety purposes.

Directs the department to adopt administrative rules under Chapter 91 to implement stream maintenance requirements.

Amends Section 198D-2 to specify that trail and access program funding shall be used for "regular or scheduled" maintenance (in addition to management and development) of trails and trail accesses under the department's jurisdiction.

Clarifies that funding sources for trail maintenance include highway fuel taxes, federal grants, private contributions, commercial use fees, and transient accommodations tax revenues.

Takes effect upon approval.
