Requires the Hawaii Natural Energy Institute, in consultation with the Department of Health, to conduct a comprehensive study on best practices for disposal, recycling, or secondary use of clean energy products in Hawaii.

Study must address the quantity of aging photovoltaic and solar water heater panels needing disposal or recycling, other clean energy materials (glass, frames, wiring, inverters, batteries), their chemical composition, and collection methods.

Study must examine whether fees should be charged for disposal or recycling of clean energy materials and any other relevant management issues.

Hawaii Natural Energy Institute must submit an interim report to the legislature no later than twenty days before the 2022 regular session and a final report no later than twenty days before the 2023 regular session, including findings, recommendations, and proposed legislation.

Act takes effect on July 1, 2021.
