Appropriates $150,000 from general revenues to the Office of the Auditor for fiscal year 2021-2022 for special studies, improving planning and budgeting capabilities, and other requests jointly approved by the Senate President and House Speaker.

Appropriates $2,800,000 from general revenues to be deposited into the audit revolving fund established under Hawaii Revised Statutes section 23-3.6.

Appropriates $6,300,000 from the audit revolving fund to the Office of the Auditor for fiscal year 2021-2022 to conduct or complete audit functions as provided by law.

Requires any unexpended or unencumbered balance of appropriations (except those in the audit revolving fund) to lapse into the general fund as of June 30, 2022.

Takes effect upon approval.
