Department of Agriculture, in coordination with the Office of Planning, shall prepare and periodically update the agricultural functional plan to include seafood sustainability as a viable food source.

The updated plan shall consider establishing objectives, policies, and actions related to seafood sustainability, including research on wild seafood's impact on food self-sufficiency and non-commercial consumption.

The department shall collect data on wholesale and retail sales of wild seafood, classify and regulate wild seafood as a food commodity, and incorporate seafood sustainability into the state agricultural functional plan.

"Wild seafood" is defined as naturally-born or hatchery-raised fish and shellfish harvested in the wild through commercial, recreational, or subsistence fishing, excluding net-pen aquaculture or farm-raised fish.

The governor shall submit the updated agricultural functional plan, including any proposed legislation, to the legislature no later than twenty days prior to the 2023 regular session, with the Act taking effect on January 1, 2050.
