Amends Chapter 107, Hawaii Revised Statutes to require the Department of Accounting and General Services to mandate that three new trees be planted for every existing tree cut down on state land during public improvement projects.

Amends Chapter 171, Hawaii Revised Statutes to require the Department of Land and Natural Resources to mandate that three new trees be planted for every existing tree cut down on public land during any projects.

Authorizes both departments to adopt rules pursuant to Chapter 91 to implement these tree-planting requirements.

Takes effect upon approval.
