Requires the Office of Planning to submit a comprehensive report to the Legislature no later than 20 days before the 2022 regular session convening on federally leased and controlled lands in Hawaii.

Mandates the Department of Land and Natural Resources to inventory all state lands leased to or controlled by the federal government, including lease expiration dates and military facility closure plans.

Directs the Department of Health to consult with the Environmental Protection Agency and identify known contaminants and environmental hazards on the inventoried lands based on past environmental studies.

Requires the Office of Planning to gather input from all executive branch departments, agencies, and the Office of Hawaiian Affairs on potential alternative uses for the lands if returned to the state.

Takes effect on July 1, 2021.
