Defines "pre-contact historic property" as any building, structure, object, district, area, or site that existed prior to 1779, including heiau, fishponds, agricultural complexes, and habitation sites.

Requires the historic preservation program to develop, publish, and distribute informational materials to the public regarding statutory protections for burials, historic sites, and archaeological resources.

Increases maximum civil penalties for violations involving pre-contact historic properties from $10,000 to $30,000 per violation when loss or damage occurs, with department consultation with the Office of Hawaiian Affairs.

Increases general civil and administrative penalties for historic preservation violations from $10,000 to $20,000, and penalties for selling or trading historic human remains from $10,000 to $25,000.

Makes landowners and developers jointly and severally liable for mitigation and preservation costs ordered by the department for violations on their projects.

Effective July 1, 2065.
