Amends Hawaii liquor licensing law to include limited liability companies (LLCs) in provisions governing partnership and corporate license transfers.

Requires licensees to notify the Liquor Commission within 30 days of admitting or withdrawing partners, limited partners, or LLC members, and authorizes the Commission to revoke or suspend licenses if these individuals do not meet statutory requirements under HRS 281-45.

Allows the Commission to suspend or revoke licenses if a licensee transfers business control without prior approval, including through undisclosed management agreements, or if new partners or members do not meet statutory qualifications.

Requires LLC licensees to obtain Commission approval within 30 days for ownership transfers involving 25% or more of membership interest, and to notify the Commission of new officers, directors, managers, or members within 30 days.

Takes effect January 5, 2022, and establishes that LLCs with felony convictions may receive licenses if their managers and members holding 25% or more meet statutory requirements to hold a license.
