Establishes a fire safety working group within the department of public safety to evaluate whether a full-time state fire marshal's office would be more effective than the existing state fire council.

Requires the working group to examine the state fire council's effectiveness with current part-time staffing, oversight responsibilities for state-owned properties, and whether counties should continue funding state fire council duties.

Working group shall include fire prevention representatives from all four county fire departments, the four county fire chiefs, state fire council staff, representatives from the Hawaii fire chiefs association, and the department of transportation's aircraft rescue fire fighting division.

Mandates the working group submit findings and recommendations to the legislature no later than twenty days before the 2022 regular legislative session, with meetings held at least monthly.

Working group expires on June 30, 2023.
