Amends section 134-10.2, Hawaii Revised Statutes, to add "possess" to the prohibited activities regarding firearm parts, making it illegal for unlicensed persons to possess firearm parts intended to assemble a firearm without a serial number.

Prohibits possession of firearm receivers without serial numbers registered with federally licensed manufacturers, receivers without assignable serial numbers, or any combination of parts that can readily assemble into an untraceable firearm.

Repeals section 6 of Act 74 (Session Laws of Hawaii 2020) that limited the law's application to only prospective violations, effectively making the prohibition retroactive to firearm parts acquired before the original September 15, 2020 effective date.

Applies to persons who are not licensed firearms manufacturers under section 134-31 or federally licensed dealers.

Takes effect on January 1, 2022.
