Creates an electronic citation program within the Hawaii judiciary to transmit traffic, misdemeanor, and other citations and law enforcement data electronically to court clerks.

Establishes a temporary $5 electronic citation surcharge on any person convicted of violations under Hawaii traffic and misdemeanor statutes, effective through January 1, 2027.

Creates an electronic citation special fund in the state treasury to receive surcharge revenues, legislative appropriations, and other public or private donations for program expenses.

Requires the judiciary to distribute special fund moneys to law enforcement agencies and the administrative director of courts according to rules establishing a distribution formula.

Effective January 1, 2022.
