Changes Hawaii medical board authority from discretionary ("may") to mandatory ("shall") in establishing standards for health care providers to ensure informed consent to treatment.

Requires informed consent to be obtained prior to the date of treatment or procedure, or at the time the decision is made to schedule if the procedure occurs the same day.

Allows confirmation of previously obtained informed consent to be obtained by the treating health care provider on the day of treatment or procedure.

Requires disclosure to patients of the condition being treated, description of proposed treatment, intended results, alternative treatments, material risks of serious complications or mortality, and benefits of alternative treatments.

Takes effect July 1, 2021.
