Requires the Hawaii Public Housing Authority to establish a pilot program ensuring all housing units in Kuhio Park Terrace and Puuwai Momi public housing complexes receive sufficient internet speeds and connection quality for distance learning.

Authorizes the Hawaii Public Housing Authority to contract with private entities to install necessary broadband infrastructure upgrades at each complex, with contracts exempt from Hawaii Revised Statutes Chapter 103D (procurement laws).

Mandates submission of a report to the legislature by twenty days prior to the 2023 regular session covering pilot program success, broadband speed and quality assessment, number of beneficiaries, feasibility of statewide expansion, and recommendations.

Appropriates unspecified funds from general revenues to the public housing revolving fund for fiscal years 2021-2022 and 2022-2023, with matching appropriations from the revolving fund for infrastructure installation.

Pilot program terminates June 30, 2023, and the Act takes effect July 1, 2021.
