Amends Hawaii Revised Statutes Section 11-410(b) to establish that rights to written notice and a hearing are deemed waived if a preliminary determination of probable cause is rendered during a public meeting and the person fails to request a contested case hearing within 20 days of receipt.

Allows the Campaign Spending Commission to file its orders in the first circuit court to have them confirmed as judgments with the same force and effect as other circuit court judgments.

Prohibits appeals from judgments confirming the Campaign Spending Commission's orders in the first circuit court.

Permits the commission to pursue both contempt proceedings and judgment confirmation as enforcement mechanisms for non-compliance with commission orders.

Takes effect upon approval.
