H.B. 141 Summary

• Increases maximum administrative fine for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence if the committee received at least one contribution exceeding $10,000 or made expenditures exceeding $10,000 in an election period.

• Allows the campaign spending commission to order that fines assessed against noncandidate committees be paid from the personal funds of officers of the committee, in addition to or instead of committee funds.

• Establishes that persons other than those described in paragraph (2) may be fined up to $1,000 per occurrence or three times the amount of an unlawful contribution or expenditure, whichever applies.

• Removes reference to section 281-22 from the commission's authority to assess administrative fines for campaign finance law violations.

• Effective date: July 1, 2112.
