Amends Hawaii Revised Statutes Section 11-333 to allow candidate committees to reimburse other individuals for expenditures they advanced on behalf of the committee, in addition to reimbursing the candidate.

Requires candidate committee expenditure reports to itemize reimbursements made to the candidate or other individuals so the ultimate recipient and purpose can be reasonably determined.

Removes "candidate reimbursements" from the itemization requirements for noncandidate committee expenditure reports, since noncandidate committees are prohibited from receiving or making loans under existing law.

Applies to both candidate committee reports under Section 11-333 and noncandidate committee reports under Section 11-335 of Hawaii Revised Statutes.

Effective date: July 1, 2112.
