Clarifies that candidates are not required to file preliminary general election reports if they are unsuccessful in or elected during a primary, initial special, or initial nonpartisan election.

Modifies section 11-339 to clarify that candidate committees and noncandidate committees must use "and" (rather than "or") when determining if contributions and expenditures aggregate more than $1,000, which triggers full reporting requirements instead of only final election period reporting.

Changes the notification deadline for noncandidate committees to specify they must notify the commission by the fifth calendar day before the preliminary primary report due date, which is defined as ten days before the election.

Effective date is July 1, 2112.
