Increases the monetary threshold for electioneering communication disclosure from $2,000 to $5,000 in aggregate expenditures during a calendar year.

Changes disclosure timing requirement from the first date expenditures exceed the threshold to the date each electioneering communication is publicly distributed.

Removes the restriction limiting "electioneering communication" to mail sent at bulk rates, now including mail sent at any postal rate.

Excludes candidates and candidate committees from electioneering communication disclosure requirements.

Repeals the provision treating executed contracts as equivalent to actual expenditures for disclosure purposes.
