Amends Section 481B-13 of Hawaii Revised Statutes to add a new exemption to gift certificate regulations for cards issued by counties.

Exempts county-issued cards used for loading and storing dollar values to pay transit fares, other county fees, and other uses authorized by county ordinances from state unfair and deceptive practices regulations related to gift certificates.

Clarifies the definition of "gift certificate" to explicitly exclude county transit and fee payment cards from requirements such as service fee restrictions and expiration date prohibitions.

Effective January 1, 2022.
