Allows county directors of finance to require payment of outstanding charges for towing, removal, or disposal of abandoned or derelict vehicles as a condition for vehicle registration renewal.

Amends Hawaii Revised Statutes Section 286-51 to include outstanding vehicle towing and disposal charges alongside unpaid traffic citations as conditions that can block registration renewal.

Amends Hawaii Revised Statutes Section 286-52 to apply the same outstanding charge requirement to vehicle title transfers.

Enables counties to recoup costs associated with abandoned vehicles by withholding registration and transfer processing until charges are paid.

Effective date: July 1, 2021.
