Adds a new exception to Hawaii's public agency meetings law allowing boards to hold closed meetings to consider witness and victim statements during investigations into officer or employee discipline, hire, evaluation, dismissal, or charges.

Protects witness and victim privacy by exempting their statements from the requirement that an employee can request an open meeting when personnel matters are discussed.

Renumbers existing closed meeting exceptions from (3)-(8) to (4)-(9) to accommodate the new witness and victim privacy provision as subsection (3).

Takes effect on July 1, 2112.
