Requires motor vehicle transferors and transferees to appear in person together before a county department of motor vehicles clerk to execute vehicle title transfers, with signatures in pen and ink on the certificate of ownership.

Exempts certain entity-to-entity transfers from the in-person appearance requirement, including transfers involving insurance companies, licensed motor vehicle dealers, financial institutions, motor vehicle rental companies, tax-exempt 501(c)(3) organizations, and licensed insurance salvage vehicle auction dealers.

Allows transferors who are unavailable to complete and sign the certificate of ownership before a notary public, with the transferee and transferor's representative then appearing in person at the county department of motor vehicles to present the notarized document.

Shifts the $50 non-compliance fee from transferees to transferors who fail to comply with transfer requirements within 30 calendar days of the notice of transfer date.

Takes effect July 1, 2050.
