Eliminates the separate $1 registration fee for U-drive motor vehicles, subjecting them to the same $2 base registration fee as all other motor vehicles.

Allows counties to increase the $2 fee up to a maximum of $10 per motor vehicle registration by ordinance, with amounts over $2 dedicated solely to abandoned or derelict vehicle disposal.

Clarifies that "other related activities" for vehicle disposal include negotiated storage fees charged by towing companies contracted by counties to remove and dispose of abandoned or derelict vehicles.

Establishes that fees for certificates of ownership shall be set by each county's legislative body, with revenues deposited in the general fund and a separate highway beautification and vehicle disposal revolving fund.

Takes effect on July 1, 2050.
