County directors of finance may require payment of outstanding charges for towing, removal, or disposal of abandoned or derelict vehicles as a condition for vehicle registration renewal or transfer.

Registered owners cannot be required to pay outstanding charges if the abandoned or derelict vehicle was stolen or taken from the registered owner without permission or authorization.

Amends Hawaii Revised Statutes sections 286-51 and 286-52 to add outstanding vehicle disposal charges to existing conditions (unpaid traffic citations or bail) that may block registration renewal or transfer.

Counties may adopt rules to enforce these provisions and expend necessary funds from the director of finance's operating budget.

Takes effect January 1, 2050.
