Requires the governor to purchase and make available diagnostic and antibody tests free of charge to any person unable to pay for tests during a declared public health emergency.

Tests may be administered directly to patients or furnished free of charge to attending physicians for diagnosis or treatment of patients unable to pay.

Mandates that all individual and group accident and health or sickness insurance policies issued or renewed in Hawaii after January 1, 2022, must provide coverage for diagnostic and antibody testing during a declared public health emergency.

Defines "public health emergency" as any state of affairs or circumstance that imperils the health, safety, or welfare of the public.

Takes effect upon approval.
