Amends Hawaii Revised Statutes Section 92-5(a) to add a new paragraph (3) allowing state boards to hold closed meetings to consider witness and victim statements obtained during investigations into officer or employee hiring, evaluation, dismissal, or discipline matters.

Permits closed-door consideration of witness and victim information even when the employee or officer under investigation requests an open meeting, distinguishing this from the general rule that allows individuals to request open meetings.

Renumbers existing paragraphs (3) through (8) to (4) through (9) to accommodate the new closed meeting provision.

Takes effect on July 1, 2021.
