Amends Hawaii Revised Statutes Section 486M-7 to clarify the state of mind required for penalties against pawnbrokers and secondhand dealers who violate regulations.

Expands the penalties provision to include dealers, agents, employees, or representatives who intentionally, knowingly, or recklessly violate sections 486M-2, 486M-3, 486M-4, or refuse inspection under section 486M-5.

Establishes penalties for any person who offers or records required information that they know or have reason to know is false, making such violations a misdemeanor.

Imposes permanent prohibition from buying or selling precious metals, gems, or related articles for dealers convicted of a second violation of chapter 486M.

Becomes effective upon approval and does not affect rights, duties, or proceedings that began before the effective date.
