Establishes a new offense of "unauthorized control of a propelled vehicle in the second degree" that applies when a person recklessly or negligently operates another's vehicle without consent or changes the vehicle's identity without consent.

Classifies the new offense as a misdemeanor, with intentional or knowing unauthorized control remaining a Class C felony under the existing "unauthorized control in the first degree" statute.

Provides affirmative defenses including receiving authorization from an agent with actual or apparent authority, or being a lienholder or legal owner engaged in lawful repossession.

Addresses high vehicle theft rates on Oahu by allowing prosecution without proving the defendant knew the vehicle was stolen, reducing reliance on defendant confessions.

Effective upon approval; does not affect rights, duties, or proceedings that began before the effective date.
