Amends Hawaii Revised Statutes Section 708-800 to expand the definition of "property" in the penal code to include property stored in electronic media that is retrievable in perceivable form

The updated definition now covers money, personal property, real property, things in action, evidence of debt or contract, articles of value, and electronic property

Maintains existing language that public utility commodities (gas, electricity, steam, water) constitute property but are services rather than sales when supplied through external infrastructure

Does not affect rights, duties, or penalties that arose before the Act's effective date

Takes effect upon approval
