• Prohibits detaining minors in adult jails or lockups unless a court holds a hearing and makes written findings that it is in the interest of justice.

• Permits temporary detention of minors accused of non-status offenses in adult facilities for up to six hours for processing, release, transfer to juvenile facility, or court appearance.

• Allows detention up to 48 hours (excluding weekends and holidays) in remote areas, areas lacking transportation, or during severe weather when no acceptable alternative placement exists and initial court appearance will occur within 48 hours.

• Requires that minors have no sight or sound contact with adult inmates in all detention scenarios, except when a court finds it is in the interest of justice after written findings.

• Mandates monthly (or 45-day intervals in rural jurisdictions) court reviews and caps detention in adult facilities at 180 days unless extended for good cause or waived by the minor.
