Amends Hawaii Revised Statutes Section 602-55 to expand who may be designated as substitute judges on the Intermediate Court of Appeals when a vacancy or insufficient judges exist due to disqualification.

Authorizes the Chief Justice to designate circuit court judges, retired intermediate appellate judges, or retired supreme court justices to temporarily fill vacancies or make up appellate panels.

Requires substitute judges to not be actively engaged in the practice of law and to be compensated per diem at a rate equivalent to associate intermediate appellate judges.

Changes the language from "vacancy or disqualification" to "case of vacancy, or if" the number of available judges is insufficient due to disqualification.
