HI HB19

Creates civil liability for any person who reports to law enforcement without reasonable suspicion of criminal conduct or imminent danger, when the report is based wholly or substantially on the person's belief or perception of someone's race, color, religion, age, sex, gender identity or expression, sexual orientation, marital status, national origin, ancestry, or disability.

Allows injured persons to bring civil action in state court seeking injunctive relief, damages, or other appropriate relief, with no requirement to prove actual damages to obtain an injunction.

Defines "lacking reason to suspect" as a situation where a reasonable person would not suspect a violation of criminal law, other criminal conduct, or imminent danger has occurred or is occurring.

Takes effect upon approval.
