Amends Section 11-91 to remove the requirement that election proclamations contain a statement of the time and places where an election is to be held, while retaining the requirement to state the purposes of the election and designated offices.

Changes language in Section 11-91 from "not later than" and "prior to" to "no" and "before" respectively for timing of proclamation issuance (no later than 4:30 p.m. on the tenth day before the close of filing).

Amends Section 11-92.1 to designate the county clerk (rather than the chief election officer) as responsible for issuing proclamations listing voter service centers and places of deposit.

Requires the voter service center proclamation to include specific information about days each center and place of deposit is open, hours of operation, and location of each facility.

Takes effect upon approval.
