Allows persons to apply to court for expungement of records related to citations, arrests, indictments, trials, convictions, and dismissals for offenses under HRS §708-814.7, §711-1105, and other statutes not involving bodily harm, where conduct was substantially related to homeless status.

Court must grant expungement order if applicant satisfied judgment requirements (except outstanding fines and fees) and expressed willingness to seek financial or mental health counseling if such challenges contributed to homelessness.

Court shall waive all outstanding fines and fees associated with the described offenses and include expungement order in all records retained by county police departments and the attorney general.

Expungement restores the person to their legal status before the offense and permits them to deny the arrest, conviction, or disposition in response to any inquiry without risk of perjury charges.

Establishes standardized application form for expungement requests requiring applicant information and attestation that conduct was substantially related to homeless status at time of offense.
