Authorizes the state fire council to use fees from the reduced ignition propensity cigarette program special fund to support statewide fire prevention, education, life safety, and preparedness programs in addition to administering the cigarette certification program.

Permits the special fund to support hiring of administrative personnel for fire prevention initiatives targeting youth, seniors, and persons with disabilities, including programs such as a fire fighter's safety guide program and residential smoke alarm installation program.

Maintains existing use of the special fund for the core reduced ignition propensity cigarette program, including employing a full-time administrator and assistant to manage certifications, compliance inspections, and testing of approximately 600 cigarette brands and styles.

The $375 per cigarette brand and style certification fees, which must be renewed every three years, continue to be deposited into the special fund and administered by the state fire council.

Effective date: July 1, 2060.
