Allows emergency medical personnel with current National Registry of Emergency Medical Technicians certification to be qualified to perform emergency medical services as emergency medical technicians in Hawaii.

Creates a new certification pathway for firefighters and ocean safety lifeguards who are not employed on ambulances but provide emergency medical care in the field.

Maintains existing requirements for ambulance service employees, who must continue to meet additional Hawaii Medical Board certification and examination standards beyond National Registry certification.

Grants the Hawaii Medical Board authority to revoke, suspend, or limit certification for individuals who fail to maintain requirements or for good cause shown.

Takes effect on July 1, 2060.
