Removes the $10 per visit, per day cap on dollar-for-dollar matching funds provided to SNAP beneficiaries under the Hawaii Healthy Food Incentive Program (Double Up Food Bucks Program).

Expands eligible purchases to include healthy proteins in addition to Hawaii-grown fresh fruits and vegetables at farmers markets, farm stands, grocery stores, and other participating food retailers.

Appropriates $2,500,000 for fiscal year 2021-2022 and $2,500,000 for fiscal year 2022-2023 to the Department of Agriculture for program administration and matching funds for SNAP beneficiaries.

Makes appropriated funds part of the Department of Agriculture's base budget going forward.

Effective date: July 1, 2021.
