Amends Section 11-391 of Hawaii Revised Statutes to require multiple-page campaign advertisements to display required disclosure information (name, address of payer, and approval notice) on the first page of the advertisement.

Allows for disclosure information to be displayed on the cover page of a state- or county-wide distributed publication if the advertisement is used as the lead article on the cover page.

Renumbers the penalty provision for advertisement violations from subsection (b) to subsection (c), changing references in Sections 11-410 and 11-412 accordingly.

Maintains existing penalties of up to $25 per advertisement lacking required information, with an aggregate cap of $5,000.

Takes effect on July 1, 2112.
