H.B. 243 Summary

• Requires the Office of Planning to coordinate with state agencies to identify existing and planned facilities vulnerable to sea level rise, flooding impacts, and natural hazards using the Hawaii sea level rise vulnerability and adaptation report and state hazard mitigation plan.

• Mandates the Office of Planning to assess mitigation options for vulnerable state facilities and submit annual reports to the Governor, Legislature, and Hawaii climate change mitigation and adaptation commission by twenty days prior to each regular legislative session.

• Establishes the Office of Planning as the lead coordinating agency for sea level rise adaptation activities among all state agencies with operational responsibilities over state facilities.

• Amends the Hawaii State Planning Act to include sustainable development, climate change adaptation, and sea level rise adaptation as objectives for facility systems planning.

• Takes effect July 1, 2021.
