H.B. 282 Summary

• Amends Section 346-17.6, Hawaii Revised Statutes, to expand the definition of "provider" eligible to offer no-cost emergency shelter and related services to consenting minors.

• Allows organizations that are not traditional child placing organizations or child caring institutions to serve as providers if they meet five specific requirements: conduct criminal history and background clearances annually, maintain separate sleeping areas for unrelated adults and children, serve no more than five minors per day, keep a register of admitted minors, and coordinate with the department.

• Defines "no cost emergency shelter and related services" to include accommodation for up to 30 days with beds, meals, transportation, and services such as counseling, medical/dental care, education assistance, case management, and aftercare services.

• Sunsets on June 30, 2023, with Section 346-17.6 reverting to its previous form upon expiration.
