Requires the auditor to conduct an impact assessment report on social and financial impacts of prohibiting health insurance companies from denying coverage for gender transition treatments based on gender identity, provided the policy covers those treatments for other purposes.

Auditor must assess medical necessity of fourteen specified gender transition health care services including hormone therapies, surgical procedures (hysterectomies, mastectomies, vaginoplasties, phalloplasties), vocal training, and laser hair removal.

Auditor shall determine medical necessity using the most recent edition of the Standards of Care for the Health of Transsexual, Transgender, and Gender Nonconforming People issued by the World Professional Association for Transgender Health.

Auditor must submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the regular session of 2022.

Takes effect July 1, 2060.
