• Amends Section 6E-11, Hawaii Revised Statutes to restructure civil and administrative violations related to historic preservation into organized subsections.

• Establishes as violations: taking, appropriating, excavating, injuring, destroying, or altering historic properties or aviation artifacts on private lands without owner's written permission, or on state/county lands without department approval.

• Creates new violations for unauthorized archaeological activities including conducting work without a permit, violating permit conditions, conducting monitoring without departmental approval, and failing to comply with approved mitigation or preservation plans.

• Maintains existing penalties of up to $10,000 per violation plus additional fines for damage to historic property or burial sites, with equipment seizure and 10-year prohibition from state/county funded projects for burial site violations.

• Effective date: January 1, 2050.
