HB 325 Summary

• Appropriates and authorizes funds for collective bargaining cost items for bargaining unit (1) members and excluded counterparts for fiscal biennium 2021-2023, with all appropriations currently set at -0- (no funds allocated) across general, special, federal, and other fund sources.

• Covers salary adjustments and cost items negotiated between the State and the exclusive representative of bargaining unit (1), including members in the Department of Education and Hawaii Health Systems Corporation.

• Provides matching salary increases and adjustments under Hawaii Revised Statutes chapter 89C for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (1) members.

• Requires that salary increases and cost adjustments for employees partially funded by federal, special, or other funds be paid proportionately from those respective fund sources.

• Any unexpended or unencumbered funds shall lapse on June 30, 2022, and June 30, 2023, respectively; effective date is December 25, 2040.
