• Authorizes salary increases and cost adjustments per chapter 89C, Hawaii Revised Statutes, for excluded state officers and employees in the same compensation plans as bargaining unit (10) members in both statewide positions and the judiciary.

• Extends bargaining unit (10) cost item funding to employees assigned to the Hawaii Health Systems Corporation, including both bargaining unit members and excluded employees.

• Requires salary increases funded by federal, special, or other funds to be paid proportionately from those respective funds rather than general funds.

• Sets effective date as December 25, 2040; unencumbered funds lapse on June 30, 2022 and June 30, 2023.
