Prohibits any covenant, deed, lease, bylaw, or similar binding agreement from preventing the installation of energy-efficient technologies on privately owned single-family residential dwellings or townhouses; voids and renders unenforceable any provisions that contradict this intent.

Requires private entities (including homeowner associations, condominium associations, and cooperatives) to review and modify their rules by December 31, 2022, to allow placement of energy-efficient technologies without increasing installation, maintenance, or removal costs.

Prohibits private entities from assessing or charging homeowners any fees for the placement of energy-efficient technologies.

Defines "energy-efficient technologies" as vents or louvers that passively exhaust hot air, solar attic fans, skylights and ENERGY STAR certified cool roofs, ENERGY STAR certified whole house fans, and ENERGY STAR certified energy-efficient outdoor lighting devices.

Takes effect on July 1, 2050.
